It’s a poll, based on the number of people sending letters to a democrat politician’s office on their stance on the tax reform bill. Not many people in general respond to political calls nor write to their congressional representative, to be fair; yet because of how the system works, they’re more likely to get elected as repeat politicians because apathy/not voting doesn’t change the results and gives the majority winner (even if it’s 5% of total voters)- with the exception to President (and rare occasion of Vice President) which is delegate based (after the primary). 54,000 is larger sample size than most polls, even ones assuming the average voter and citizen. If they sampled republicans, you could see the opposite (or more variation because of long term skepticism).
